Imagine that during usual business hours, you are working alone in your pharmacy when a masked man who is 6 feet tall, 80 kg, muscular, and with a loaded pistol unlocks the door. "Put all the narcotics drugs in his bag otherwise you will see the door of heaven," he says as he approaches you directly and aims the gun at you. What are you going to do now? You cannot yell for assistance, contact the police, or ring the bell.
From 2012 to 2014, several pharmacy employees in British Columbia went through the same thing. Authorities, news media, and pharmacists nicknamed the event "Narcotics Burglary." The number of pharmacy robberies in British Columbia increased by 160% between 2012 and 2013, with the criminals typically carrying knives, firearms, or pepper spray (An evaluation of bylaw and policy changes on pharmacy robberies in British Columbia 2019). By selling the stolen pharmaceuticals on the streets, the bandits created a whole new drug trade in British Columbia. Every pharmacist became frightened and lost a significant portion of their business. In addition, the residents of the community felt dangerous and were unable to leave their homes without work.
The Vancouver Police Department (VPD) and the College of Pharmacy of British Columbia (CPBC) were in charge of ensuring that all pharmacists and pharmacy technicians in BC could offer the public safe and ethical treatment, but they were unsure of what additional steps to take. When both teams began doing the study, they discovered a comparable incidence occurring in the United States. Robberies at the Washington-based Walgreens drugstore significantly decreased from 24 to 3 after implementing a time delay safe in 2009(Time-delay safes across BC to reduce pharmacy robberies 2018).
The Launch of DrugSafeBC and Canada's First-Time Delay Safe Law
In September 2015, the Vancouver Police Department and the College of Pharmacy of British Columbia (CPBC) agreed to start a new initiative called "DrugSafeBc – Safer Pharmacies, Safer Communities." They created a new set of bylaws and security policy amendments that require pharmacies to have a surveillance camera system, time delay safe, and related signs in the proper location (An evaluation of bylaw and policy changes on pharmacy robberies in British Columbia 2019). As a result, British Columbia was the first state in Canada to enact the time delay safe law, and other provinces like Ontario and Saskatchewan followed suit. The graph below illustrates the significant decrease in robberies from 18 in 2013–14 to 2 in 2015–16 (An evaluation of bylaw and policy changes on pharmacy robberies in British Columbia 2019). All 1240 pharmacies in British Columbia were outfitted with technological time delay safes, which were supplied by outstanding safety companies such as NarcSafe, Vancouver Safe, and TorontoSafe.
